Every year the BC Referees' Society publishes a Game Management Document for senior rugby and U-19.
Rather than a re-print of the Laws of the Game, the Game Management Document is a series of notes for referees describing policies,
interpretations, best practices, etc. for refereeing. It often describes new Laws, Law variations, Law Clarifications, etc. that have been sent
out by the IRB.
As with most aspects of rugby refereeing, the issues are never cut and dried. There are few places in the GMDs where referees are told what
they must do... referees have a lot of discretion in applying the Laws. It has always been our hope that publishing the GMDs will bring a
measure of consistency to the refereeing of rugby in BC.
